What does best “hockey town” mean?

I see people ask all the time what is the best hockey town. It appears that most answer based on the success of an NHL team. I find this puzzling. Isn’t hockey more than just the NHL? Also, does the success of a hodge podge of players from around the world moving to a city and winning indicate the dominance of that town in the sport?

To me the best “hockey” city is Saint Paul, Minnesota. They’ve sold out every pre-season, regular season, and play off game for the NHL’s Wild. Also, they sell out their college hockey tournament every year. And the largest crowd to every see a game in the city was over 19,000 for a high school state tournament game between Hill Murray and Roseau. Also, most of the cities residents play the game.

The best NHL team is the Detroit Red Wings. Why? They won the cup, they are the Champions. Congrats to the Swedes relocated to Detroit.

The best NHL town is probably Toronto or Montreal.
